競賽宗旨：
舉辦｢第十一屆網路華語卡拉OK大賽｣，期透過數位及網路科技，結合影像、音樂與文字，讓學生們在參與影片製作的同時，感受華語歌曲聲情意境，體驗正體漢字形態之美，將華語文的學習成果以最具創意的形式向全球發聲。相信能藉由時下學子最喜愛的華語歌曲與最擅長的電腦數位科技，激發出有聲有影的精彩作品，提供相互觀摩的機會，促進學習華語文的興趣。頒獎典禮將安排於母親節前一天舉行，歡迎辛苦陪伴孩子學習華語文的母親們與老師們，上線共同分享孩子們在影片中所發揮的創意及成果。

Purpose:
To use the most interesting and innovative ways to enhance and promote Chinese language and learning outcomes, we are hosting "The Ninth Chinese Karaoke film contest" in the Greater Washington Area. Students/contestants/participants are required to combine images, music and Chinese lyrics using the internet and computer technology to generate a video of a Chinese Karaoke performance. By producing a video of Chinese Karaoke performance and participating in such an event, students will experience the meaning, emotion and spirit of Chinese songs and also understand the beauty of Traditional Chinese characters. The K to 12 Grade, and college students will be more motivated and encouraged to learn Chinese by making and viewing wonderful video works, and thereby finding Chinese language learning more interesting and meaningful. The award ceremony will be held on the day before Mother’s day. We welcome all family members especially mothers to share the great moment of their children’s masterpieces, so as to acknowledge their children’s efforts and to show their support by participating in their children’s Chinese education.

2021年4月25日晚上11點59分時影片截止收件，影片一律上網交件。報名表及報名費於4/26日前寄出(郵戳為憑)。

全球網路票選日期是 2021 年4月28日至5月 4日.

Deadline and Ceremony:

The registration deadline is April 25, 2021. The link of the uploaded film are required to be received by11:59 pm, April 25, 2021. The registration form and fees are required to be mailed by Aril 26, 2021.

Online Voting will be between April 28, 2021 and May 4, 2021.

There will be an online award ceremony at 10:30AM on May 8, 2021. The following is the link for the online award ceremony. Welcome to join us.

獎勵辦法：

1. 分A組(六年級與六年級以下,含親子合唱)與B組(六年級以上)二組。

2. 各組均取前3名及網路票選最佳人氣獎1名。各組若參賽隊僅4隊, 則取前二名

3. 前3名獲頒獎金及獎狀，冠軍 100元、亞軍75元、季軍50元，與最佳人氣獎獲頒獎金20元及獎狀。

4. 所有得獎作品與觀摩影片均將上傳於華府華僑文教服務中心及華府華文網路師資協會官網，與全球觀眾分享。

Awards:

1. Awards are given according to different age groups: Elementary and Youth

2. In each group with more than four entries, there will be a first, second, and third place winners, and one “Most Popular Online Voting Award”. There will be only a first and second winners for only four entities in a group.

3. Prizes: 1st place winner: US$100 and a certificate; 2nd place: US$ 75 and a certificate; 3rd place: US$50 and a certificate. The “Most Popular Online Voting Award” will be awarded with certificates and US$ 20. If there are only four teams in a group,

4. All performance videos will be uploaded to Chinese NESTA's official website and shared with the audience around the world.

參賽辦法:

1. 採網路交件方式，影片長度六分鐘（含）以內，超過六分鐘後之內容將予以刪除。

2. 所有參賽隊伍均須先填妥一份｢同意使用授權書｣，每位小於18歲的參賽者及其家長均須親筆簽名。

3. 在4月25日晚上11點59分截止前將影片上傳到雲端或YouTube(不限上傳帳號，由校方、老師、家長，或學生上傳皆可) , 並將分享連結網址利用電子郵件寄至 這個 E-mail 地址已經被防止灌水惡意程式保護，您需要啟用 Java Script 才能觀看 (湯秋玲老師)。

4. 每隊報名費 $30，連同｢報名表｣、｢同意使用授權書｣於4月26日截止前（含）寄達 (以郵戳為憑) 。Check Payable to : Chinese NESTA, Mail to: Ling Tang, 404 Upham Place, Vienna, VA 22180

5. 組隊方式: 採團體組隊報名參賽，每隊人數不限，每隊須載明隊名。各組年齡規定如下： A 組 學前幼兒到六年級（含親子組），B 組 七到十二年級與大專組。因應各組報名參賽隊伍數少於三隊時, 主辦單位保有併組比賽決定權。比賽曲目: 華語歌曲，如有粗俗不雅或惡言影射等歌詞將被摒除參賽資格。

Entry Requirement:

1. All video submissions are required to be submitted online. The length of video should not exceed six minutes. The content of the video that is beyond six minutes will be deleted.

2. Every team is required to submit one registration form with the signatures of “Permission to Use Student Work "from each participant age under 18 and their parents.

3. All videos are required to be uploaded to a YouTube account or online storage before 11:49 PM on April 25, 2021. The URL link or (other sharing link)of each participant YouTube video is required to be listed clearly on the Registration Form, and e-mailed to the address: 這個 E-mail 地址已經被防止灌水惡意程式保護，您需要啟用 Java Script 才能觀看 . The YouTube URL or other sharing link must be received before 11:49 PM on April 25, 2021 by e-mail.

4. Please mail the registration fee $ 30 with the "Registration Form" and the form of "Permission to Use Student Work” with a postmarked which is no later than April 26, 2020. Make check payable to : Chinese NESTA. And mail to: Ling Tang, 404 Upham Place, Vienna, VA 22180

5. Team organization: Each shall have a team name. The age groups are listed as follows: Group A: preschool to Six grade (including Family Group), Group B: Seventh Twelfth grade. Therefore, Chinese NESTA and ACS Region 5 have the right to regroup all entries when the entries are less than three teams.

6. Entry songs: Chinese songs, if the entry song contains any indecent or vulgar lyrics, the entry song/video will be disqualified.

評選方式:

1. 全球網路票選最佳人氣獎: 4/28～5/4 請查閱活動網站: 華府華文網路師資協會(Chinese NESTA) http://www.chinesenesta.org

2. 評審委員評選，由主辦單位邀請歌唱音樂專業及中文數位教學經驗之人士擔任。標準如下:

· 影片畫面設計 25% 正體漢字字幕，整體性，流暢性，創造性

· 華語發音標準 25% 咬字清晰度

· 影音結合 25% 音檔與影像搭配

· 表演魅力 25% 臺風，表情，動作，默契，團隊精神

Judging method:

1. The worldwide online voting for the “Most Popular Online Voting Award” will be hold between 4/28 and 5/4. Details please see the event website: ChineseNESTA http://www.chinesenesta.org

2. The final score is based on a Judging Panel where in the Judging panel consists of experts in Chinese vocal music and the teachers with Chinese E-learning experience invited by the organizers.

The evaluation criteria are listed as follows:

• 25% of the score from the judging panel is based on the video design which includes Chinese character subtitles, integrity, the fluency, and the creativity of the video
• 25% of the score from the judging panel is based on the Mandarin pronunciation, and the clarity of articulation
• 25% of the score from the judging panel is based on the quality of the combination and integration of the audio performance with the video
• 25% of the score from the judging panel is based on the stage presence, expression, movement, understanding, team spirit, and stage manner.

重要規定事項:

1. 影片需專為此項比賽製作，已於別處發表或參賽的影片不得參賽。

2. 對於含不適當內容的歌詞或影片(如色情或暴力)，主辦單位保留拒絕參賽的權利。

3. 主辦單位有權無限期使用所有參賽及得獎影片以做為推廣或示範之用途。不得要求刪除。

4. 主辦單位保留變更任何一項比賽內容及頒獎規章的權利，如有任何變更，將於活動網站中更新，不另行通知。

5. 參賽者在影片錄製過程中必須遵守COVID-19 防疫規定。

Important issues:

1. The entry film must be specifically produced for this competition. If it was published elsewhere, or has been used to participate in other events, the video may not be used.

2. If the entry video or lyrics contain inappropriate content (such as pornography or violence), the organizer reserves the right to refuse the entry.

3. The organizer has the right to use the entry video entry for promotion or for demonstration purposes with no limitation. The participants cannot request to delete their videos.

4. The organizer reserves the right to change the content and the rules for this event. If there is any change, the change will be updated on the event site without notice.

5. All participants need to follow the local regulations during the Covid-19 pandemic.

名次揭曉: 主辦單位將於5月8日2021年邀請參賽隊伍,於當日舉行線上頒獎典禮, 公布各組得獎名單及最佳人氣獎。
